The problem is enforcement. These people are already breaking laws. Nobody gives a hoot and they know it. it is why they can get away with it. What most of you likely don't get is that this is likely not some kid ripping one or two people off, but rather a very well organized professional scammer and this is a full time, very well organized and extremely lucrative job.
There is an online flower/seed/plant company that does exactly the same thing. carribeen gardon seid (purposefully misspelled as not give them free google juju) out of Pottstown, PA. They sell using Facebook, ebay, etsy, houzz, multiple full online stores... Buys adwords, and real marketing and are a 100% scam!! They (he) sends out a few random things here or there, often only after arbitration with pay provider plays out over months. And even then the orders are not complete or even what was ordered. He will send random seeds in an envelope or dead plants or rotting bulbs. It is part of the scam in the way he games the payment providers and online marketplace rules about fulfillment vs non-shipment. If he ships, even if it is not what you ordered then a whole new case has to be opened and arbitrated, etc. Most people give up and even if the pay provider charges back, he keeps the difference in shipping.
Local chamber of commerce, local police, state of PA and everyone else knows they (Lafiette Trowers, owner) is a scammer. Nobody has any care or power to do anything and he knows it, so just keeps doing it. If the local police have no means to do anything and the sate doesn't care, what can you do? The FBI doesn't care, etc. It is on nobodies radar and people who run operations like this know it.
The best thing that you can do is simply be diligent about who you order things from by doing research.
