Macroalgae don't need high O2. They consume CO2 and product O2 during the day. So I wouldn't put an airstone into a refugium.

Just my two cents, if you can't get it down, then there is something contributing to it. My suggestion, a reactor and NPX bio pellet plastics in the sump, pull a gallon of tank water, rinse the plastics, place in reactor fill with water, one capful of bactor7, let sit three days, then turn it on. it takes about a month to see the difference, but it does work, I would also put bactor7 in the tank as well just a capful every 3 days or so while you are seeding the pellets. Would what promote algae? Water changes? or Aeration?

A water change will only promote algae if it is being limited by something in the water change, such as iron.
A water change will deter algae if it is being limited by something that is being removed (like nitrogen or phosphorus).

Aeration may promote algae, but only if it is driving down the pH. In most cases, that isn't something you'd want to do since it is not desirable for many corals to reduce the pH below normal levels.
