OK you found the ring in your skimmer and it belongs to someone who built the skimmer. You called and helped return a family heirloom. Congrats!
 
Ahh, see that now. Maybe you bought the stove, skimmer and ring the same year and your finally getting the wife her dream stove?
 
The skimmer lid broke so you were looking for something to help hold it in place so you used tape then sat your ring on top because it was the next closest thing available with weight.

That looks like a ground clamp for a welding machine in the top corner. I'm guessing that the top of the collection cup is not on the skimmer at all.
