Laying on the bottom can be a sign of water quality imbalances, significant pH level change, raised ammonia level, high nitrates level, high water hardness, low oxygen level or flukes.
A few things to check. Add oxygen via air pump/stone if at all possible.

We have had our puffer for almost 5 years he has stopped eating and spends a lot of time sitting on the bottom of tank what should we try
Can we get pictures and video taken under white light? Also; what is your tanks water chemistry values and what other fish are in with it?

Air stone first check make surewater quality, temp and all is ok. Idk his eating habits but I liive on the beach and mine used to love hunting all night for little crabs... they are nocturnal and mine was not very active once so I put my Nest cam on him and saw he was hunting the tank at night, when I was asleep as soon as the house got dark. How are his front teeth? Has he had a lot of clams to keep filed down? If they have never been filed or you haven't given him enough shells to keep filed down he may be unable to eat and will need a vet visit, unless you can get out the clippers and do it yourselves. His age sounds about right to double check that. They will stop eating once the teeth have overgrown a certain point and need your help to file it down asap.
