FWIW, I'm not convinced that is a good practice, and in the only actual data I have seen published online, rinsing did not accomplish much that was useful, IMO.
FWIW, rinsing might even be part of why some people find potassium to be depleted because most potassium is inside cells and freezing will often break open cells, spilling out useful potassium. A rinse will then remove it. OTOH, nearly all of the phosphate in foods is part of the organic structure and may not wash out unless you are washing out food particles.
