Can someone explain how to program my skimmer to turn off at night for 3 hours?

Set ON
If Time 19:00to 22:00 Then OFF

That will turn it off from 7 - 10 pm

Provide the code that you already have just to ensure it doesn't conflict with anything else

This is what I see when I go to configure skimmer.

In the drop down where it says skimmer, click on that and choose advance, the right side will populate with the code... share that code

Not sure what you mean. Set on is line 2

Add

Be careful, you need to add a space between 19:00 and "to":

Under the dashboard, should my skimmer be on Auto or ON?

You must leave the output sliders set to AUTO in order for the Apex to follow the programming. If you move the slider to ON or OFF, those are manual settings and the Apex will ignore the programmed rules.
