Really strange and concerning clown behavior

Exact params would help- Temp, PH, Alk, Po4, No2 No3
 
I've tried feeding him multiple times and hes never accepted it. I tried frozen shrimp even. Rock anemone liked it but the clown ignored it to. I used dr Tim's one and only or whatever it's called and I cycled it for 4 weeks ghost feeding. Yes it is dry rock. These are the first livestock here. Parameters are perfect nitrate around 10 ppm
Did you test the salinity of the water the fish arrived in? They frequently arrive at 1.018-1.020 from LA, if you moved the fish quickly from that to 1.026 it is a large swing.
 
It cycled properly. Around 78 degrees, ph 7.8-8.4 basically 0 ammonia and nitrate. A little higher because ive been feeding alot to try and get him to eat. But I'm taking out the excess food. I guess I'm missing a little in the rocks which sucks. I dont have a test for alk yet, 10ppm nitrates
 
I did not test the water that he came in.

what kind of water flow do you have in the tank?
 
Autocorrect changes around nitrate and nitrite often, I meant nitrite
 
Anything less than 20ppm Nitrate at this point is and would be a non-factor in the issues you may be seeing here.

The two first places I would look are aeration and ammonia. We need to know those two things specifically and quickly before any recommendations can be made.

And Current ammonia as in like go take a reading right now, not something from even yesterday.
 
It's a fluval 13.5. I have the stock pump which is I think 245 gph

So you don't have a powerhead or anything pointing at the surface?

Point the outlet of the fluval towards the surface, also if you still have a bubbler from your freshwater days, drop an air stone in the tank temporarily.

I have one of the powerheads pointing up actually causing surface tension
 
And I have some airstones, I just dont think I have a spare pump. I'll try and look
 
as I mentioned, there are two things that come to mind with aeration being one of the two. If you're confident you have enough gas exchange that the tank is getting enough O2, you definitely need to get an ammonia reading asap.

I'd be surprised if its ammonia because my mushroom and RFA are doing amazing
