btw the resin is about 2/3 full. It came with it (1 time use resin). I thought that was good enough
 
If the resin has been unused for awhile or has been allowed to dry out it loses its anionic and cationic electrical charges and is not effective at removing TDS.
Resin, even when stored properly in a vacuum sealed bag has a shelf life of about 6 months so when buying in bulk never get more than you can use in that period of time or less.
Regardless of the DI resin condition you still have other problems. Your RO rejection rate is only 87% and it should be 96-98%. to put this in perspective, for every 2% decrease in RO rejection rate or removal efficiency you cut your DI life in HALF. Now imagine how short DI life will be even with fresh DI resin if your efficiency is a full 10% lower than it should or could be. You probably need a complete rebuild including the RO membrane and a new flow restrictor. Unfortunately buying or inheriting a used system often ends up being a curse rather than a blessing and can have you pulling your hair out before its done.
