I'm going to do what I never thought I would do and....... get a pair of the springeri damsels and add them in last (after the flame hawkfish and midas blenny)

They can be surprisingly predatory. They are capable of eating fish at least the size of flasher wrasses.

it's a toss up between the damsels and tilefish. I want to avoid aggression at all costs and increase tank activity, while making BLUE the focus. Kind of leaning towards a pair of damsels...

Not true! While the majority of damsels are indeed pretty nasty, there are a few that are quite peaceful. Chrysiptera springeri, an all blue damsel is one such damsel, as is C. arnazae and C. hemicyanea.
