Are there any Anglers that stay small enough that I could put in a 24 gallon?
 
Yes. They don't come available too often but Antennatus tuberosus could be kept in a tank that size long-term. They get 3" max as adults.

A warty get about 4" max and grow pretty slow, they aren't as active or aggressive either and a 24g would be fine. Mine lives in a 29g and eats live food, my main filtration is an algae reactor that keeps my no3/po4 negligible. It would likely be best to make it a species tank and keep him there alone. You may consider a leaf scorpionfish or other appropriate sized scorpionfish as a room mate, other than that it's likely not a good idea. Anything small enough for a 24g would likely be on the menu for the angler.
