My water level variance is 8” to 8.25”
Also it did take this skimmer quite a while to break in so give it some time.

Ok, so I pretty much mimicked what you’re doing and it’s working much better now. Is yours more of a dry skin then?

I would say in-between rather than dry.
If you feel it's too dry, turn the water level adjustment knob counter clockwise just by 1 notch using the red gear as reference. Leave it for half a day before checking to see if it was enough or too much.
