Some reef problems...at a loss.

Retested today...I definitely feel like that phosphate number is an issue, since talking to everyone I've lowered peak lighting to 60%, upped water changes slightly...(1% per day), and upped my feeding both to the fish and the corals and dropped the vinegar dosing to about 60ml per day (110ml was what I ramped up to to get nitrates to zero...) the hammer coral and the frogspawn were basically completely dead so I removed them from the tank to keep anything from spreading if it hadn't already done so.

What should I do to lower that phosphate number without stripping all the nutrients? It's doubled since my last test...ro water and sw isn't the issue, those both test at zero. All the Rock is from local reefers tanks (a gsp colony that just looked like coralline algae when I got the rock fully recovered and seems to be the only thing growing).
