Wondering if I should spread those zoas out some? I want that whole rock to be a zoa garden so the more the better but I also want them to have room to grow.

100% spread them out. That close they will choke each other out and the faster growing would most likely win.

I would give them at least 2” or put ten on opposite sides of the rock.
