I have a 36”x12”x18” tank and was planning the following stock list, but was curious about a fifth fish:

2x clownfish (probably ocellaris)
1x royal gramma
1x orange spotted goby

For a fifth fish:
A firefish, hawkfish, Blenny, splendid dottyback, or carpenter flasher wrasse although I imagine the tank is too small and would not want to cram it in.

Finally, which order should the fish be added in? I was planning clownfish last, but I am unsure what should be first.

If I did the math right, your tank is 33 gallons? I am a fan of the firefish, so my vote would be that for your fifth fish. Here the order I would add them in.

1. Orange spotted goby (and or firefish)
2. Firefish (and or orange spotted goby)
3. Royal gramma
4. The pair of clowns

Are you in this for the long haul? Sometimes the best thing to do is nothing at all.
Add a fish, see how it goes... (research) Maybe add another. Time is your friend. GL.

I know, currently doing a fishless cycle just like to have a plan I can head towards slowly. Mostly curious as to what people would recommend to be a good addition to the proposed mix of fish and what order they should be placed in to avoid any aggression. Research can only get me so far compared to what others have experienced.

Add a small chalk basslet… trust me, they are very worth it. I love mine. People say they are basic but honest mine seems smarter than my clown fish at times, knows how to play (such as I place my finger on the glass and he pops out like I did something wrong? Lol). He’s very polite to everyone, and I’d say 70% swimming around in the open and high surface area which I find very worth it, lots of fish don’t cover the top, and these little guys have been known to not jump out. +1

And that's what I came up with as well. I think the wrasse you mentioned would be a great addition (I'm gonna have one of those as well). They only get to 3", but you're at about the maximum amount of fish I'd keep in a tank that size. If you go with the wrasse, I'd put that in 2nd.
