They are banking on turnover and the fish not staying there long. Most fish can survice in small/crowded confines for a short time. And most LFS have large systems meaning that the 20L tank on the display is connected to a system moving hundreds or thousands of gallons of water. Not the same as an at-home 20L display with a 5 gallon sump.

It's the long term that is problematic. If a fish requiring more space doesn't sell quickly, it'll often be moved to a different tank in the store (most of my LFS have some larger display tanks and even a handful of larger holding tanks on the sales floor). Most of my LFS will discount fish that have been in the store for a while.

Sometimes they don't make it. But it's generally not in a store's best interest for livestock to die, so they will do their best to sell it or make sure that the fish are accommodated in a better tank if they're there for a while.
 
how do you recommend me to aclimate a newly shipped fish from outside my country
Floating bag(s) 20-30 mins. Then pour out new fish and water into clean bucket
Then . . . .
Add a cup of tank water to bucket every 15 mins 7-8 times (almost 2 hours)
Then check salinity in bucket and compare to tank. If no match or very close to salinity, add a cup of water every few mins until youve reached salinity and trap fish in large cup and pour off water and release into display. Do this under LOW light or before lights out to keep new fish relaxed.
 
i dont want to throw hundreds of dollars on a skimmer and a massive sump

I don't think you're ready to open a store. Maybe try working at one and see how it works. Definitely look at some numbers to make sure you are able to keep it running long enough for customers to find you

like will it be okay to over stock my tank with small tangs and butterflys and clownfish for a maximum of 2 weeks or 3 each tank with a internal filter and every 4 days 10 percent water change

You have to have a system that can maintain the animals. At the very least they represent your investment. Lots of ways to do it... but it doesn't sound like you're choosing a good one
