It sounds like you hurt your biological balance, moving the rocks around and siphoning sand.
I would add a bacteria booster like Dr. Tims and let the tank cycle again.

As far as the loss of coral during a fallow period, did you still feed the tank even though no fish were present?

I agree with others in that a voltage problem (more accurately a current problem) generally takes a while to hurt a tanks habitants. I would also say that a 70VAC voltage to ground is rather high and should probably be addressed. The 1mA is enough to cause damage, but again, I wouldnt expect it to be that fast.

Because of the coral loss during fallow period, I would lean toward toxin or something affecting oxygen levels. Could you give a breakdown of equipment and age of sand,rocks, and any media used.

What makes me think it's not an organic toxin is that not all the corals are dying and not all the fish are dying. Organic toxins usually have a purpose. If it's a toxin to prevent fish from eating it, the toxin would have been more fish-specific. If it's purpose is to fight with other invertebrates, then it will be more coral-specific.
