I ran in to the same issue yesterday, looks like I need to put in an order for the cleaning solution just to be safe.
 
Same issue here. I run a zeovit system with zero algae issues. I’m sure my phosphates are in line, yet my brand new ultra low Hanna is flashing 200 after retesting the same solution 3 times same result. So I tried a new regent and sample, still 200. What’s up?
How much diluting is recommended? Is that accurate?

The flashing 200 would indicate phosphates are above 0.6ppm.

Here are some troubleshooting tips for that issue:
  1. Make sure you are not using any syringes that have fish food/additives on them to fill up your cuvettes
  2. Make sure you are not cleaning your cuvettes with tap water
  3. Make sure to rinse your cuvettes with sample a few times before testing.
  4. Make sure you are not testing phosphates immediately after feeding or scraping algae off of your glass
