It is absurd, because the clockspring is located BEHIND the air bag module. Besides, it is a utility vehicle and some dust should not be an issue.
The air bag modules usually aren’t $1,300. More in the $500 range. Of course, they should probaly also replace the SRS module, clockspring, driver side seat belt (if the pretensioner locked up) and some even require the steering column to be replaced. I have looked at cars (fairly new ones) that restoring the restraint system actually totals the cars. It can be very expensive. Plus, you really shouldn’t drive it again until the system is restored.
