Velvet!

If you are sure that it is velvet and not ich you should bring the copper dose up fairly quickly. Velvet kills too fast. The risk of copper shock is less than the threat from velvet.
Were you ever able to get a picture posted for a more positive identification?
No pic...but sure its velvet...will do...

This means taking about 24 hours to bring the copper levels up. You don't want to do it all at once.
One more complication...I always assumed that my QT was a 20...we measured it, its a 10...so...1 small kole, 1 RG, 5 ff...OK?...I can put a 20 up, but it will take time to say nothing of cycling...

I would use the 20, and instantly cycle it using one of those "bacteria in a bottle" products. Like Bio-Spira, Seachem Stability or Dr Tim's Nitrifying Bacteria.

Going to take days to get here...what about putting the existing hang-on onto the 20...plus the water, and the pipe shelters...would that do it...or transfer right away and bring the 20 up to speed...by the way, I have never had much luck with those products...usually end up taking rock or filter material or sand from another tank...do you think that they really work?

How about just get the fish in the tank and then set up the 20 then transfer them in it if its velvet your dealing with it needs to be done quickly

OK HF and all..I moved the lot to a genuine 20 ;) and now another issue...I originally rushed the QT because I was afraid that the Kole had little algae in the 10...now they are in a spotless 20 gal...no alae at all...he never ate much other stuff like algae flakes, dried seaweed, lettuce, etc...so the question is...what will he eat so as not to starve in this 6 week QT/ falow DT???...he is swimming about, the cu is 4.5...the ff are eating and the RG looks better and I think everybody is happlier in the 20...but eating for the Kole???Thanks ...Kole awaits your answer...

@Congaken A Kole Tang should eat frozen, pellets, etc. if you just keep trying. They are not known to be a finicky fish.

A couple of additional related issues...1. How low should the lights be in the DT and QT...the DT has a cbs and other inverts...been keeping it on low actinic...I know that velvet is photosynthetic...hate to have them all in the dark unless I must...2. The QT is about .5 cupramine... Thinking of adding methylene blue to help cure the wounds...yes, no??...the RG died this morning...never seemed to recover...the tang and ff look real good...Thanks...

Sorry for RG death ,
the metholine blue is for step 2 after the fresh water dip at this point i think it is mute but what the heck do i know only been doing this for 35+ years
hows the skimmer doing?

;)The skimmer is fine...over bubbling except on lowest setting...think this is because it has to break in...right?...water levels are perfect...
So I do not use the MB it at all...only in the beginning...dip,blue than copper in QT is that it?...Please do not be so sensitive...I consider you a mentor...but HF was involved from the beginning too...It really puts me in a bind when I am afraid to ask someone else for fear of offending you...never forget...you are my bff...;)

I'm not offended !
Just saying
And yes it will do that till it breaks in
Make sure it is the right height matching the water line sometimes I've found bringing it a little higher can reduce water flow so you can increase air
But for now let it do its thing and clean cup regularly with the nifty bottle washer they give you it maybe watery at start but the column will show you a lot of yuck

I would turn off the lights in the DT & QT, unless you have corals in the DT which require light. Velvet makes fish sensitive to light, so I would leave them off in the QT for at least a week.

Just have one xenia in the DT...a refugee from the 10...I assume that the light will encourage the velvet...so I'll leave it off...other inverts will eat and do OK without light?

Yes, but you'll want to spot feed them or drop a few pellets in every few days. Or provide nori if you have algae eating snails who won't be getting such because of no light.
