dino looks like to me . Microscope will help to id. There is a nice sticky on the algea nusience algea including bacteria forum that will help. @mcarrol put it together.

they thrive in ulns(ultra low nutrients) . stop po4 no3 reducing agents.

Run activated carbon to remove dino toxins.

There's something in salt mix that may make dino worse. For water changes run water through 10 or smaller micron sock into a bucket and put water back into the tank

The po4 should be 1ppm and and nitrate should be 5-10ppm. Those need to be increased.
 
I just stopped off with 2 gal tap water. It runs 40 nitrates and 2 phosphates. I also changes my lights from 10 to 6 hours.
I will replace my carbon tomorrow and do a 10% water change with tap water.
 
Last time I has some weird algae I put a hamster ball with chaeto in and left it for a month and things cleared right up. I don't have a sump is my big problem. I am working on a custom 2 piece since I don't have enough room underneath . Dividers below are tank support s

Tap water might be your problem, look into RODI unit, it will pay for itself in a year or so.
