weird looking algae or something

started off looked like some apoxy or glue someone had put over one of my live rocks but I poked it with a stick and it was soft didn't think much of it till it grew tentacles, can't see it great took a picture and video but said it was to large to load

in the center between the rocks the little milky looking tentacles, I have a better picture and video but it says to large to upload
 
That definitely looks like some form of macroalgae but without clearer pictures it will be hard to identify what kind. Maybe some folks more experienced with macros can chime in.
 
how do I get rid of and prevent the brown on my sand which I assume are diatoms, this is my first saltwater tank still learning

just tested nitrate, nitrite, and ammonia are all close to 0ppm and phosphate is between 0 and .25
 
Are you using api for those test? If you are bottomed out I'd wager dinos but let's not rule out diatoms just yet. Do you use rodi water changed your filters lately?
 
I use rodi water from the store by my house, he put in a $10,000 system and has to service regularly and yes api I know they are not perfect but they are pretty close to 0 on them
