Two ideas, either a brown hair algae that appears white or bacteria buildup.

If carbon dosing stop or reduce see if it goes away. If not, see if anything your adding contains a carbon source or amino acids with it, like vibrant.

If hair algae perhaps switch nitrate and phosphate test kits.
And adjust feeding schedule if either are elevated. pick up some additional snails.
Ime trochus snails work well with hair algae.

It is white bacteria for me, because of overdose of carbon, also usage of amino acid
