Can anyone tell me what these are and what can I do about it?

It appears the rock is covered with algae. With photosysthesis, the algae produces oxygen. I'm guessing that is what your seeing. Diatom algae (Brown Algae) and Cyano are big producers of oxygen bubbles. I'm speculating you're growing a nice crop of diatom algae.

Tank is 20 g breeder temp 78 ph 8.1 1.025 sal 0 nitrite 0.25 nitrate 0.25 amon 0.25 phos alk 7.0 cal 365 mag 1280
 
Oh boy.....cyano too! How old is the tank? What water source are you using....tap water, RO water RO/DI water?

This is a nutrient / light problem. IF there are no corals, you can black out the tank for 3 or so days and the algae will be knocked down.....but will come right back when lights come back on. It also is common to new tanks. You don't mention phosphates, but nitrates are low, so I'm wondering where the nutrients are coming from.

Let's see if the #reefsquad can add anything.

I have nothing but peppermint shrimp a few hermie's and turbo snails tank is 10 week old

Phos is at 0.25
 
typically see that in new (or very old) tanks.. low lighting (or poor lighting) on too long - combined with too many nutrients (aka over feeding) or stuff on the rocks dying off. do you have much water flow? might want to increase that.

the drinking water you are using probably has unwanted nutrients in it - should switch to RODI (or at least RO without added minerals... aka drinking water). stir the sand around to break up the cyno and try and filter it out. like others suggested turn off the lights for a few days.
