An ats is great but typically not the fix id recommend to a new reefer... Why not something simpler like running some gfo or Phosguard to get the phosphate down and pull silicates from the water???

Chemipure elite has such a tiny amount of gfo in it, not nearly enough to put a dent in a phosphate number that high. You need to run the manufacturer recommended amount of gfo or Phosguard for your water volume changed out every 3-5 days until you get that number down.

Tank just going through its new stages. You could reduce the light cycle to 4 hours a day with only blues and get a few clean up crew members. Mexican turbo snails cleaned mine over night. They will eat the diatoms but not the cyano. Diatoms will come back if you do water change too much. They feed off the silicates. So cut back on the amount you change every time or perform water change every 2 weeks. Cyano tend too grow in areas of poor circulation also; so you could also try moving the angle of the returns.
