What's going on with my clownfish?

I don't think that's a swim bladder issue. Is it "bubbling" outward?
 
I might have missed this but how long have you had this fish? I've never heard of a fish having a swim bladder issue from transferring tank to tank. The gas bubble can take up to 4 weeks to appear when not decompressed properly. I've also never seen a clownfish with this.

You can put him in a qt and try Epson salt first. Venting the swim bladder should be last resort. I'm not sold its a swim bladder issue.

Ive had this fish for about a year
 
I've seen swim bladder issues arise in really old/large female clownfish.
