When to move acros up?

Nope do not stick them in front of any direct flow. Indirect and random flow. I made that mistake a couple times.
Sounds like you have enough random flow, so just leave them be.

Okay sounds good I’ll just leave them there I measured my lights they are mounted roughly 11 inches from serface and frag rack is 5 inches below water line I should be okay
 
Browning usually means not quite enough light or not enough nutrients (usually, but not always), and white or bleaching generally means too much light or extremely poor water chemistry.
Tank has been running for more than a year, water chemistry I would say is good

As for flow can I put him in front of a powerhead? I’ve got my apex running really well and have two mp40s and a mp10 running all at different times for different flow patterns they should like that
Definitely not directly in front it’ll start growing algae.

Thanks for posting numbers! That's super helpful. You're running ultra low nutrients, so I'd suggest bringing nutrients up a tad, either with more frequent feeding, or by backing off a little on any carbon dosing you're doing. For optimal SPS growth, you'll want your phosphates between .03 to .1 ppm, and you'll want your nitrates between .50 ppm to 2.5 ppm.
 
Honestly i have never acclimated my sps to light. If they’re purchased healthy, they go directly to the top. Haven’t lost a single frag and i have over 40 frags. Even my 750 dollar frag went to the top same day.
