Who makes a quiet pump?

The quietest option is no additional pump. A manifold fed by the return pump is the answer.

I have this but was trying to run the uv separate to feed directly back into the tank and get the correct flow rate. But at this point it may be the best option.

I ordered another smaller jebao dc pump to see if it will fit in the return pump area.

One pump is less foot print and less electric. Especially if you get a good dc pump. Use a flow meter if you are worried about the flow through uv.

A flow meter is on my list to buy for my Apex.

You can measure flow without a flow meter. Use a stopwatch and a measuring cup to measure how quickly water fills a cup. You probably wouldn't need a flow meter constantly measuring. Flow meters also need regular maintenance, which seems a bit more of a headache for something like a manifold vs. just doing it in the beginning and not touching your ball/gate valves after.
