I've added sand in an "established" 1 month old tank. The waters cloudy and the power heads are off aswell! Are there any repercussions I need to worry about? I added in 11 vials of prodibio and will add in 9 more today... anything I need to worry about?
 
And any spikes in ammonia, nitrate, nitrite to be worried about?
No. What you’re seeing is dust from the sand. There are no organics nor ammonia.

The probidio is bacteria. It would eat any ammonia.

You want to keep flow going to keep the tank oxygenated.

The flow has been off for hours will that affect anything?

Also should I turn off my skimmer?
 
Even the protein skimmer though I put bacteria in?

I will note that when running the skimmer after adding trace elements on rare occasions the skimmer removes what I put in. So, I do keep it off an hour or so with no issues for the blending and then resume skimming.

I do the same when adding bacteria or trace elements. I moved the skimmer to its own outlet timer, and just set the timer for an hour or two and I'm done. I have been known to turn the skimmer off and forget to turn it back on.
