Will fish be fine?

Cloudiness appears when theirs a bloom of bacteria in a new tank, assuming its a white haze. Green means algae bloom. give it time and the cloudiness will disappear

You can use a powerhead - with 'floss' in a plastic bottle with the bottom cut off (see this video on youtube - to rapidly clear the water of 'sand sediment' - which I think works better than letting it settle - every time you move stuff - the dust will still be there. Also will be faster. But either way - not likely to be harmful
