I absolutely think oxygen is an issue. That is why I suggested adding another air pump to stir up the water. If one is not available, I would aim the powerhead so its stirring up the top of the water as well to generate more bubbles. Breathing fast is stress, but in this case, I think its oxygen related because the ammonia.
