8 Bulb Starfire - need help to get working

Thank you to everyone who posted. This was a poor purchase in that it didn't work when I got it and it was sold to me as working. And refund was denied. Which is not right. So here is an update. I have four bulbs working daily. Thats about all I need for my 90 gallon. I did have the fans working but they have quit. The 12v adapter still works so I am not sure what the issue is. The led driver came in the mail but I haven't installed it because the light works and I don't want to mess with it. Usually two fire right up. After a few mintues I cycle the power and all four light up. I did replace 10 of the 16 tombstones. Thanks again for your help. And for those who really got involved thanks.
 
Could be the potentiometer has failed or a bad wire on the fan circuit.
See if you have voltage at the fan.
Testing the fan switching power supply isn't easy btw.
 
Just fyi after all of the back and forth. I have 4 workung. I don't need more. Here are som me pics. I mad a shade because I don't want all that light in the room.

That's good you have 4 working.
How high are those above the tank? Dropping them will reduce light spill.

Yeah problem is the light is same size as tank. So it has to be high enough to pour a bucket in.
