Algae ID and course of action needed.

I have this brown slime all over everything in the tank and water changes are not helping. at first i thought it was a brown cyanobacteria but i bought some chemiclean and it did absolutely nothing.
can someone give me an ID and a course of action to solve my issue. I do have some phosphates at about .08 and will be buying a phosban reactor very soon.

yea so its confirmed the dino came back even after all the lights out and h202 dosing
im volunteering at my lfs for the next few days to get store credit and to buy a gfo reactor and hopefully remove some phosphates they were feeding on.
