If nitrite is really 20 ppm, then while I do not know, that value may be high enough to slow the conversion of ammonia.
If true, a couple of water changes followed by a small (back to 2 ppm) ammonia addition could be a good plan.
Or you can just wait and monitor ammonia for a few days and see if it is falling.
I would not add fish now, even after water changes.
