Brooklynella or Marine Velvet?

That sloughing slime coat looks like brooklynella. Much more than initially, so it's possible that this was a secondary infection after everything that has been happening.

If it was actually brook that means copper is useless right? I should be doing other medication like formalin 37% or something?

Yeah, copper doesn't do anything for brooklynella. Honestly, wait for some of the heavy hitters to make some recommendations here. Treating multiple infections adds layers of complexity; enough that I'd rather not make a recommendation when not in person... Sorry!
 
For Brooklynella (and I agree with S-t-r-e-t-c-h, this looks very much like brook now) you'll want to utilize either formalin (Quick-Cure) or Acriflavin (Ruby Reef Rally) as a dip, then Metronidazole (Metroplex, General Cure (with Praziquantel) as a treatment in your QT.
