My tank has been up for less than 6 months, so the 1 year rule is an old school way of thinking. What matters is that your tank parameters stay stable. Don't concentrate so much on the time as to making sure your tank just stays stable, all that can be achieved with regular maintenance once the tank is cycled. I've never waited in any of my tanks for the 1 year mark to add anemones.
As for making bubble tips bubble, I can't prove this yet, but there is a connection in my tank with LED lights and white lighting from them making them bubble. I noticed the more intense my white lighting is and less blue, the more bubbles, reversing that, I get long tentacles. I'm in the blue phase, and in a few weeks will be switching back to my original 60%B/80%W. Right now I'm currently 90%B/60%W. Reefbreeder LEDs.
