This fish is likely breathing heavy and often this happens with heavy grazing or mouth injury. What type of copper are you using and how are you monitoring level and what level are you treating at?
While this happens with tangs, its not normal.
Add air stone while this gets sorted out

Have air stone .Have outside filter as well .Tank is 30 gallon .Using cupramine at .6 .

Part of issue may be copper level- Cupramine Max is .5, my preference .45 to allow measurement margin of error
Can you post under white lighting, a pic or two of entire tank?

I did a water change to lower cupramine and see pics above .Thanks !

Assure the cartridge in the power filter has carbon removed if not already.
