Yes it does. I was told by my LFS that it can be caused by running carbon constantly. I have since removed the carbon and it has gotten better. So now I’m my take I only run throw away blue foam then a sponge block then bio balls. Along with a protein skimmer

With your bioload in a 40 gallon you will always have high nitrates. That puffer alone will poop enough to raise your nitrates. You may be able to lower them but with a big puffer, 2 tangs and a handfull of smaller fish you'll have to just accept dirty water and keep up on the waterchanges.

I agree with that. I realize that in a FOWLR tank that nitrates are not as detrimental as if in a coral tank. Though I want to take the extra steps to control it as I can.

I admit my water changing schedule isn’t like it should be but I feel I have had good luck with this tank over the last year compared to my other times in the past. ***knock on wood***

Rinse the carbon first and you won't have that problem.
