No silicates don't cause nitrates.

I put dry rock from BRS (reefsaver and pukani) into my new 75 gal tank and the tank cycled nicely in about six weeks, with nitrates peaking at around 5ppm. I'd be surprised if the nitrates are coming from the BRS rock.
Maybe your Live rock is still experiencing some die-off. My LFS claims their live rock is cured, but it's not. The amount of die-off from just a few lbs is quite substantial. It's great for cycling a tank.
Like RM said, give it more time.
