They're completely different. I run 1,200 GPH nominally through my sump on 400 display gallons, but many thousands within the tank with various propeller pumps (two MP60, three WAV and even a Jebao) and a closed loop. I even looked at a hydrowizard before concluding it was an absurd amount to spend on a powerhead. Though I suppose absurd is a relative term in this hobby LOL
Because i dont have experience useing a sump with return flow i want to ask you one more time if it
 
sorry...if its normal for a pump with 5000 liner nominal power to send only 2000 liter into the tank.

With head pressure loss figured in that may be normal. You can look at the charts provided by the manufacturer and use a head loss calculator to get a good estimate. I've found most pump manufacturers list the gph or l/h higher than actual in most cases when figuring for head loss, so go 1 size up from what you think you need, if possible.

For example below, you can see the jebao 18000 pump lists 18,500 l/h max, but when you add 2 meters of head pressure it won't even pump 10,000 l/h.

When anyone is giving advice on size of pump or how much flow, they are speaking of actual amount of flow in the tank, after head loss is figured. I see you are thinking about the sdc 7.0. That pump should be able to deal with your head pressure much better and give more flow than a jebao pump that lists l/h much higher.
 
Yes i talck about a SDC pump and according with the manufacture specs at 1.5 meter high i shuld have 3800 liter. Of course i dont make an big issue with that, i just wonder if its normal or not.
