If you are going to paint it, do it right and use an epoxy (as recommended above). There are plenty of cheaper concrete paints that will look okay with light traffic for a year or two. Under heavy traffic they will quickly look worse than had you left it bare concrete.I was thinking about painting or staining this tank room floor just to give it another look besides grey concrete!

And if there are any spots that have ever soaked up any oils, epoxy adhesion there will be poor.Stain would be my option, to get a good epoxy job it needs to be sanded, just my 2cents
