I've had cowfish eat from the surfave and it never causedany issues.Looks like he is going up to the water surface to look for food. I've always heard that doing so isn't good for box and cow fish cuz the extra air ingested may cause some swimming bladder issues. What I've failed to succeed is to stop the cow and box fish that I've owned in the past from doing so.

I'm not sure about the swim bladder problems, or how I would stop him, but he goes pretty much anywhere to look for food...lol.
As long as you don't feed him when he comes up to beg for food, that's the best you can do.

Something similar is that puffers have problems if they take in air while puffing, but I've also seen this happen many times without ill effect.
I actually believe someone observed correlation and not causation with cows and boxes but has spread it as fact.
