Caught consent at 7+ ft is a strech. Around 7ft, maybe a little more will be max size. I will not believe there is a 9+ft grouper unless I see a picture or a reliable scientific paper states that they have actually measured a 9ft fish.
7ft or 9ft it is still a large fish which will need a large home, eat alot of food and have a large impact on water quality.

He asked if it can go in a reef tank. If he can provide a pond or pool, great, but I really doubr that he will be providing a 'good home' for a fish that size.

Pretty good. Total length was just under 6.5 inches and it weighed .62 pounds. I paid under 7 dollars for it. I think it is a good deal.
and that law needs to be changed! if you boat one and can't prove that you weren't in Fl. waters and post your catch on fecebook (like a dumb butt--I hate Facebook this is one main reason) you will get a knock at your front door (you don't have to answer BTW! they have to physically hand you the fine or its null and void because its a violation of the constitution just like red light tickets) from a friendly FFWC officer with a fine in hand. you can't hardly get a fish off of a wreck now. they have become a flat-out nuisance. the law worked their population has exploded and now they are eating everything. there needs to be a limited season on them. theres been a lot of talk but no action because government knows best. forget what us commercial guys that are on the water most of the week have to say and lets all adhere to studies that are done here and there by people (NOA etc.) (some of which have never even been on a boat before). a lot of their studies miss the spawn and make laws around flawed data. sorry for the rant but when the government takes food off of our families tables because their #s are wrong its a problem a problem that needs to be addressed--but these laws only hurt a select few and most don't care or have a clue how commercial fishermen are pushed around. we have little to NO representation within the governmental law making bodies. people stand behind the guys that bring you FRESH fish. its a very tough living but without us you'll have tilapia and farmed gmo salmon as your choice of fish for your families dinner plates--both heavily marketed as good for you (FYI its garbage folks).
totally off topic but lion fish are brood spawners and Atlantis in Nassau pumps in fresh seawater and dumps old seawater full of lion fish sperm and eggs. Atlantis needs to be held responsible for the explosion of lion fish in the Caribbean!!!!!!!!!!! the explosion came on way to fast for the average aquarist dumping their babies that out grew their tanks to have taken over like they have
commercial fisherman waste a lot of fish. Here in NY and NJ, commercial guys dump Striped Bass by the mile, filling tags on only the larger slot size fish. Draggers net tons of fish, but the by catch that also gets dumped back in is dead. Again, just a waste.
The grouper and lion fish explosion is or has taken over. Unfortunately, the people that make these decisions don't fish, or eat fish, and would never have a fish tank.
For years, old NYC subway cars have been given away to every state along the East coast, but not in NY.
After the WTC terrorist attack, most of the rubble was piled up on a few reefs on the south shore of Long Island. Everything on the reef died, life on the reef returned years later.
